Ritsuka is around 1,67m tall with light brown hair and grey eyes. She is and has always been quite athletic, with muscular arms and legs and a weight of around 70 kg.
When on duty she keeps her hair tied up in a short braid, but her face is almost always framed by short bangs. When untied her hair is rather wavy and reaches to around her shoulder blades.
Her complexion looks overall quite healthy, and she easily gets a tan when exposed to sunlight for a longer period of time.
Her work attire consists of a black pin-striped blazer and a pair of matching pants with a white blouse underenath. She also wears a light blue scarf around her neck and a pair of black, flat shoes.
Ritsuka comes from a normal family, and pretty much most of her life had been normal for her society's standards. She went to school, graduated with good results and when the Sibyl System came to the conclusion that she would be suited to work in Journalism she eventually got herself a job at one of the town's TV stations without further questioning having her life pretty much planned out for her, since that was the good and normal thing to do.
For the first two years she just got small jobs as a local reporter in and around the city, and she soon got the feeling that she was ready for something more challenging, but she kept on doing a good job despite her growing boredom. Eventually her hard work paid off and after getting a promotion she was sent abroad and started reporting from war zones throughout the world.
While that was just the kind of challenge she had been looking for it also had it's downsides. Not only did she witness horrible scenes and tragedies (sometimes to the point where the whole crew had to receive psychological care to keep their Psycho Pass' in good condition), but she also experienced situations where the people in those crisis-shaken countries would stand up and go out into the streets to fight for their rights to shape their own futures, something that she hadn't even considered for herself until then. Seeing to what lenght those people were willing to go for their freedom she started to think about how things were handled in her own country, and suddenly she wasn't so sure anymore if handing over every aspect of your life to a machine was such a clever thing to do.
When she finally returned home she started to question the Sibyl System and the seemingly perfect society it maintained by taking decisions and responsibilities away from the people. She started to spark up controversial debates on the matter during life broadcasts, and on her blog she urged people to start thinking for themselves instead of letting a machine decide for them what's right and what's not. Not only did she lose her job and reputation as a result, but eventually her hue started to get cloudy and she was labeled as a latent criminal for speaking against the System.
She spent a year locked away in a rehab facility until she was asked to join the MWPSB as an Enforcer due to her personality and skills which were considered suitable for the role of a detective. She was reluctant at first, but eventually decided that she'd rather take that chance to work for them than spend the rest of her life (or at least a good chunk of it) locked away in a cell.
Being a former Journalist, Ritsuka is very open-minded and inquisitive, always trying to see the bigger picture behind things. She can be very skeptical and isn't afraid to openly question something or someone, and she can also be quite bold and persistent if she feels it helps her with achieving a certain goal. She is also able to quickly process and memorize large amounts of information, although not for a very long time.
Generally speaking, Ritsuka is quite upbeat and sociable. She prefers to be around other people instead of spending her time alone, which was also one of the reasons she agreed to take the job as an Enforcer. She's quite smart and practical and can quickly adapt to most new situations.
Ritsuka is a very ambitious person who will usually take on every challenge you throw at her and doesn't mind getting her own hands dirty in the process. Since she's somewhat of a perfectionist she is also very demanding of herself, so she's pretty much never satisfied with the results of her own work. However, this perfectionism also applies to the people who work with her, so if she's not satisfied with how they do their part she will tell them so and might start an arguement, which makes it hard for others to work with her sometimes. She's well-organized and likes her workplace to be tidy.
She can also be really selfish and greedy, and if there is one thing she absolutely can't stand it is sharing what she considers to be rightfully hers. No matter who you are or what it is if you're trying to take it from her without her approval she'll definitely get angry and unreasonable, and after she's done acting like a brat she will most likely ignore you with all her might for at least a day, unless that interferes with whatever case it is she's working on.
